Delhi High Court issues notice to Delhi Government on installation of CCTV in public schools

The Delhi High Court on Tuesday sought response from the Delhi Government on a plea seeking quashing of the Delhi Cabinet’s decision for installation of Closed Circuit Televisions (CCTVs) inside classrooms of all public-aided schools in the national capital and consequent live-streaming of video footage emanating therefrom to public at large. 

The Division Bench comprising Chief Justice D.N. Patel and Justice Jyoti Singh issued notice upon the Delhi Government and the private company which has been awarded the tender for the installation work, and slated the matter for hSubsequently, tenders were floated requesting proposal for supply, installation and commissioning of CCTV system in Delhi Government Schools, and in November 2019, the Heads of all public-aided schools in Delhi were directed to allow and permit the private company who was awarded the tender in respect thereof, to carry out the installation work of CCTV cameras in school premises.

The instant petition has been filed by Advocates Jai Anant Dehadrai, Sidharth Arora, Jaskaran Singh Chawla and Soujanya Ketharaj, on behalf of the Delhi Parents Association and Delhi Government School Teachers Association alleging that the impugned decision is in violation of the decision of the Apex Court in K.S Puttaswamy which guarantees individual privacy as fundamental right enshrined under Article 21 of the Constitution.

 Relying on the decision of the Apex Court in the case of Indian Hotels & Restaurant Association wherein it was observed that installation of CCTV cameras in dance bars is violative of right to privacy, the petitioners have contended that

“the right to privacy of students, their teachers and the sensitivities of their parents must be tested on the same constitutional standard adopted in a case concerning the rights of dance-performers”

In light of the above, the plea seeks removal of CCTV cameras installed in public-aided schools in Delhi, in addition to destruction of the video data collected therefrom. Furthermore, the plea seeks for framing of regulations and management, processing, protection and storage of data collected from the CCTV cameras installed at permissible places in the school premises.

“The impugned decisions to disseminate video footage from CCTV cameras installed in classrooms, do not contemplate any mechanism to prevent secondary copes of the videos being made by people who will have access to the live stream, which would not only violate the “right to be forgotten” but may be misused for child pornography earing on March 30.

The Delhi Government in September 2017 convened a meeting wherein the decision for mandatory installation of CCTV cameras in the classrooms of Government schools was taken.

Another meeting of the Delhi Government was convened in December 2017, wherein it was resolved that the parents of children studying in public-aided schools would be provided with online access to the CCTV feed.

Geetanjali Shree wins the prestigious International Booker Prize 2022 for her Novel ‘The Tomb of Sand’



Becomes the First Indian to achieve this Global Landmark.

Who is the Overnight Global Sensation Geetanjali Shree?  Why the lack of praise from the Centre?

From the Longlist to the Shortlist, & from Shortlist to the Winner. This was nothing but the Upshot of the International Booker Prize 2022 whereby the Indian Author ‘Geetanjali Shree’ wrote history as her Novel – ‘Ret Samadhi’ (2018 ) translated in English by ‘Daisy Rockwell’ was awarded the prestigious award on 26th May,2022 at Guildhall, London (England ). In the Final run, the ‘Tomb of Sand’ was victorious over ‘The Books of Jacob’, a polish novel by ‘Olga Tokarczuk’. Both the winners are now entitled to £50,000 prize to be shared equally as author and translator respectively.

It can be hailed as a well deserved recognition to Geetanjali Shree as this indeed a big boost to the literary transitions in India.

Speaking on her achievement in the acceptance speech to the Press Trust of India, Geetanjali Shree said it to be the dream come true as she never thought, never dreamt of being Booker Prizeholder. The facts get more surreal as the Author’s work was published almost 4 years ago in 2018 but found immense recognition once the translator Daisy Rockwell made it go global with English. Geetanjali said –  “What a huge recognition. I am amazed, delighted, honoured and humbled.” She added that Behind her and this book lies a rich and flourishing literary tradition in Contemporary Hindi literature and other South asian languages whose works are yet to be recognized on a large scale.

Geetanjali Shree aka Geetanjali Pandey is a Delhi based novelist and short story writer who primarily writes in Hindi & contributes to Hindi & Urdu Literature. An Alumni  of Delhi University & JNU, she has written 5 novels till now and is a promising Indian Liberal in the International writer’s Consortium. Her major works include ‘Humara Sheher us baras’, ‘Khali Jagah’, ‘Mai’ and ‘Ret Samadhi’.

Why BJP’s Spiral of Silence on ‘Ret Samadhi’ ?

There is no denial that the Central Government is always ahead in terms of praising the distinguished Indians who bring laurels to the country. But then, why the Ret Samadhi by an Indian novelist that too written in Hindi (which is the language dearest to the BJP and is often on cards to be termed national language by their leaders) doesn’t find the space in the mentions of the NDA ministers social media handles. Well, the obvious reason here looks like the rebellious work with respect to the craft and language of Geetanjali ji. Maybe the Central protagonist- Chandra Prabha Devi love interest being Pakistani with the backdrop of Partition Or the short stories with themes of Communalism. It could also be the author’s essay on Swaraj, secularism,demolition and riots on Hindu Muslim context which stands against the ultra nationalist stand of the government as far as the author’s left centric beliefs are concerned. But the question arises why Hardeep Singh Puri ( Housing & Petroleum minister ) looks like the sole congratulator from the council of BJP. If the Gold Medalist Neeraj Chopra has brought laurels in Sports at global level, so has Ms. Geetanjali Shree in literature. Then how come the government is prejudicial in nature. A simple recognition would be of no harm. Perhaps keeping aside the political stance for a while, it would be more unifying and pragmatic for the traditional diversity of the nation.

‘चिमाजी आप्पा – एक अविस्मरणीय योद्धा’ : महेश नेने यांच्या कल्पनेतून चित्रपटाकडे…

महाराष्ट्राच्या इतिहासाशी जोडले गेलेले शूरवीर आणि त्यांच्या शौर्य गाथा ह्या कायमच अलिप्त राहिल्या किंवा केल्या गेल्या. परंतु त्यांच्या  आठवणी आणि बलिदान हे गडकिल्ले आणि वास्तूंच्या रुपात अजरामर आहेत. सध्याच्या काळात त्याही नेस्तनाभूत होताना आपण पाहत आहोत. गडकिल्ले आणि दुर्गांच्या अवस्था आपणास ठाऊक आहेतच. परंतु चित्रपट निर्माते महेश नेने आणि त्यांच्यासारखे अनेक इतिहासप्रेमी हे आपल्या वास्तूंचे आणि महाराष्ट्राला लाभलेल्या इतिहासाचे संवर्धन आपल्या परीने कायमच करत असतात. 

हिंदवी स्वराज्याचे आणि मराठा साम्राज्याचे मानले जाणारे दुसरे शिलेदार म्हणजेच श्रीमंत बाजीराव पेशवे आणि पेशवाई काळातील त्यांचे योगदान हे छत्रपती शिवाजी महाराजांनंतरचा एक महत्वाचा इतिहास मानला जातो. पोर्तुगीज आणि निझामशाही च्या विरोधात उत्तरेकडील मोहीम तसेच कोकण मोहीमेसाठी स्वराज्यात आपले अमूल्य योगदान निर्माण केलेले श्रीमंत बाजीराव पेशवे यांचे धाकटे बंधू चिमाजी आप्पा आपल्या कोकण मोहिमेतील वसई किल्ल्याच्या लढ्यामुळे कायम स्मृतीस राहतात. 

निर्माते महेश नेने हे वसई किल्ला येथे भेट देण्यास गेले असता, तेथील किल्याची दुरावस्था पाहता महाराष्ट्राच्या इतिहासासाठी त्यांच्या भावना जागृत होऊन त्यांनी चिमाजी आप्पा यांच्या योगदानाची आठवण करुन देणारा एक चित्रपट करण्याचे ठरवले आणि सुरुवात झाली ‘चिमाजी आप्पा – एक अविस्मरणीय योद्धा’ चित्रपटाच्या रुपेरी पडद्याकडील प्रवासाची.. 

मुंबई अनसेंसर्ड कडे चिमाजी आप्पा या चित्रपटाबद्दल मनोगत व्यक्त करताना निर्माते महेश नेने सांगतात.. 

“मला गड किल्ल्यांची आणि इतिहासाची आवड असल्यामुळे जेव्हा जेव्हा संधी मिळायची आणि मिळते तेव्हा तेव्हा मी वेगवेगळ्या किल्ल्यांवर जातो आणि त्या किल्ल्यांच्या इतिहासात डोकावण्याचा प्रयत्न करतो. असेच मनात आले आणि मी वसईच्या किल्ल्यावर जाण्याचा बेत आखला आणि मी वसईच्या किल्ल्याचा रस्ता धरला”

“का कोणास ठाऊक, पण किल्ला फिरताना त्या किल्ल्याच्या तुटलेल्या भिंती आणि मोडकळीस आलेले बुरुज बघुन मन विषण्ण झाले आणि हळू हळू त्या किल्ल्याचा इतिहास डोळ्यासमोरुन सरकू लागला मन इतिहासाकडे केव्हा वळले कळलेच नाही. आणि धर्म लढ्याचे चलचित्र डोळ्यासमोर सुरु झाले.”

“आत्ताची किल्ल्याची झालेली दुरावस्था, तिकडे येणारे लोक, त्यांची ती मजा मस्ती अश्लिल चाळे बघुन शरीराची लाही लाही झाली. कारण असे की, त्या किल्ल्याचा इतिहास लोकांना माहीत नाही. त्या किल्ल्याचे महत्व ते जाणत नव्हते कारण आपल्या इतिहासात काही  गोष्टींना महत्वच दिले गेले नाही. हा किल्ला जिंकण्यासाठी मराठ्यांना किती हाल सोसावे लागले याची कल्पना नाही. किती मराठे मारले गेले, कित्येक कुटुंब उधवस्त झाली, किती रक्ताचे पाट वाहिले ह्याची कल्पना त्या लोकांना नव्हती आणि नेमके त्याच वेळी हा इतिहास लोकांसमोर आणायचे मी ठरवले.”

“परंतु तो आणायचा कसा? हा प्रश्नचिन्ह डोळ्यासमोर उभा राहिला. लोकांसमोर कुठलीही गोष्ट जर सोप्या आणि मनोरंजनाच्या माध्यमातून आणली तर लोकांवर त्याचा नक्कीच प्रभाव पडतो हे माझ्या लक्षात आले. कारण असे अनेक ऐतिहासिक चित्रपट आजही लोकांच्या मनावर अधिराज्य गाजवत आहेत. आणि मी ठरवले की चिमाजी आप्पा हे अविस्मरणीय योद्धा आणि त्यांचे पोर्तुगिजांबरोबरचे धर्मयुद्ध यावर सिनेमा काढुन हे युद्ध का झाले, त्या वेळी होणारे हिंदू धर्मावरील अत्याचाराचे चित्रण आणि त्या जुलमी सत्तेला आणि अत्याधुनिक शस्त्रास्त्रांनी सुसज्य असलेल्या पोर्तुगाल सैन्याला चिमाजी आप्पांनी कसे हद्दपार केले हे या चित्रपटाच्या रुपाने लोकांसमोर मांडण्याचे ठरवले. निदान यावरुन तरी सद्य परिस्थितीत बदल घडून येईल. लोकांना आपल्या गडकिल्यांचे महत्व कळेल आणि राज्यसरकार आणि केंद्रसरकार सुध्दा त्या वास्तूच्या डागडूजीकडे लक्ष देऊन किल्ल्याचे वैभव पुन्हा मिळवून देण्यासाठी ठोस पावले उचलतील अशी आशा आपण करुया.”

अशाप्रकारे भावुक होऊन चित्रपट निर्माते होण्याच्या त्यांच्या प्रवासाचे आणि चिमाजी आप्पा या चित्रपटाच्या पार्श्वभूमीचे वर्णन त्यांनी केले.
