The direction came after the Delhi government failed to file any response despite a notice being issued to it in July, last year.
ASG Aishwarya Bhati submitted that the affidavit submitted by the Union was back on 8th of August 2021. Thus, the figures have been changed since then, she, therefore, seeks to file an updated Affidavit with the current figures of the people who have been vaccinated. She roughly states, “the figure so far, the first dose is concerned, 77lakhs people get it without documents, (those who don’t have identity documents) while in the second doze about 14lakhs of persons.”
The Bench earlier while issuing notice to the Union of India and Delhi Government observed that in the context of COVID19, the beggars, vagabonds, and the homeless are entitled to medical facilities as others. The bench also showed its displeasure in the Prayer A of the petition, seeking to restrain the beggars, vagabonds and homeless people from begging at the streets and further granted permission to amend the plea so as to bring conformity as prayer A will not be pressed. Said, “this was a socio-economic issue that could not be remedied by the court.”
The Court had refused to take an elitist view to restrain the beggars, vagabonds and the homeless people from begging at the traffic junctions, markets and public places and expressed that this is a human problem, several socio-economic problems drove people into begging. Their poverty could not be wished away by passing an order to remove them from public places or streets. The Government should take measures to ensure that the beggars are fully vaccinated.
As the result, the petitioner has filed an application seeking amendment of the petition which prays the indulgence of the Apex court in order to provide rehabilitation of beggars and the vagabonds with the help of Social Welfare Departments and the District Magistrates of the states to ensure food, shelter and basic amenities including COVID19 vaccination to them.
The affidavit filed by the Union of India on 09.08.2021 states that the Co-Win software has aggregated data regarding vaccination of all persons without prescribed identity cards. Although, segregated data is not available for individual subunits like vagabonds and destitute. However, a total of 4,82,079 vaccine doses have been administered to people without prescribed identity cards as of 8th August 2021.
The affidavit further assured that the Government of India has taken all possible steps to ensure that the National Covid-19 vaccination Program is equitable and accessible to all sections of society, equally focusing on the weakest sections of society that lack access to various resources.

The consequences of school remaining closed is showing increased amount of learning loses, negatives ideas such as copying answers and a further increase compared in child labor and marriages. The main reason for this can be the lack of global cooperation, which has eventually led to a risk for the G20 to vaccinate at least 70% of the population by mid- year.
Further, this has also impacted in delayed virus containment, escape variant, and allow costs for children to accumulate. Also, inequities have been set for new forms such as access to COVID mRNA doses and boosters to remain restricted, and grant access to life-saving treatments. In less than two years, 100 million more children have fallen into poverty, a 10% increase since 2019.
The deep disparity in recovery from the pandemic is widening the gap between richer and poorer countries. While richer countries are recovering, poorer countries are saddled with debt and development gains are falling behind. The poverty rate continues to rise in low-income countries and least developed countries.
UNICEF Executive Director Henrietta Fore says “The world stands at a crossroads. Do we rally and unite to protect years of progress on child rights? Or do we allow the unequal recovery from COVID-19 to further marginalize the disadvantaged and increase inequality even more? As we commemorate UNICEF’s 75th year, we will continue to strive to create a world where we open opportunities for every child. This is an ambitious undertaking that depends on new and strengthened partnerships with governments, civil society, our UN sister agencies and business. But together, we can build on the foundation of 75 years of results for children”.

1 in 3 to die- Wuhan Scientists warn about new virus “NeoCov”

A group of Chinese Scientists from Wuhan send warnings in regard to a new type of Corona Virus- NeoCoV- has the potential to cause high deaths and infection rates. According to the researchers from Wuhan University and Chinese Academy of Science’s Institute of Biophysics, only a single mutation is needed for the virus to enter human cells.
It is being said that NeoCoV is said to be a combination of high MR (mortality rate) of MERS-Co, where it is said to be that on an average basis 1 in every 3 infected people can die and a high rate of transmission of the current SARS-CoV-2 Corona Virus. Russian researchers from Vector Russian State Research Centre of Virology and Biotechnology say they are aware about the Chinese research on NeoCoV coronavirus.
Scientists in China issue warnings about NeoCoV, it is said to be a mutation related to the Middle East respiratory syndrome MERS-CoV is linked to the outbreaks in the Middle East in 2012 and 2015. As mentioned, this type of coronavirus, NeoCoV, that spreads among bats in South Africa pose a threat to humans in the future if it mutates further.
SARS CoV-2 has given us variants named after every other Greek alphabet. Corona Virus has a large family of viruses that causes diseases ranging from common cough and cold to Severe Acute Respiratory Syndrome(SARS). Researchers note that NeoCov is found in the population of bats in South Africa and dpreads exclusively among these animals. However, NeoCoV does not infect humans but further mutation may prove to be potentially harmful.
According to the WHO, while the MERS virus has demonstrated limited ability to transmit between people outside of hospitals, it has repeatedly caused large scale outbreaks in health care facilities with severe health, security and economic impacts, most notably in Saudi Arabia in 2014-2016 and the Republic of Korea in 2015. In total, 27 countries have reported cases since 2012, leading to 858 known deaths due to the infection and related complications.
Researchers says “Our study demonstrates the first case of ACE2 usage in MERS-related viruses, shedding light on a potential bio-safety threat of the human emergence of an ACE2 using “MERS-CoV-2” with both high fatality and transmission rate”. Further add “Immunity triggered by prior infection or vaccination of other coronaviruses might be inadequate to protect humans from NeoCoV and PDF-2180-CoV infections because neither SARS-CoV-2 anti-sera nor ten tested anti-MERS-CoV nanobodies can cross-inhibit the infection caused by these two viruses”.
In the Middle East respiratory syndrome, the virus is said to be transferred to humans from infected dromedary camels. According to the World Health Organization (WHO), the origins of the virus are not fully understood but based on genome analysis of the virus, it is believed to have originated in bats and later transmitted to camels at some point in the distant past.
Earlier this week, World Health Organisation officials said that the “Next Covid-19 variant will definitely be more contagious than omicron, but the real question is whether or not it will be more deadly”. Prior infections from COVID or vaccination might not be enough to save us from NeoCov.
